The USA’s JHSV Fast Catamaran Ships

When moving whole units, shipping is always the cheaper, higher-capacity option. Speed and port access are the issue, but what if getting there was faster, and full-service ports weren’t necessary? After Australia led the way by using what amounted to fast car ferries for military operations, the US Army and Navy picked up the idea themselves. Both services leased Incat TSV/HSV wave-piercing catamaran ship designs, while the Marines’ charged ahead with very successful use of Austal’s Westpac Express high-speed catamaran. These Australian-designed ships all give commanders the ability to roll on a company with full gear and equipment (or roll on a full infantry battalion if used only as a troop transport), haul it intra-theater distances at 38 knots, then move their shallow draft safely into austere ports to roll them off.

Their successful use, and continued success on operations, attracted favorable comment and notice from all services. So favorable that the experiments have led to a $3+ billion program called the Joint High Speed Vessel. These designs may even have uses beyond simple ferrying and transport.

The multi-national Eurofighter Typhoon has been described as the aerodynamic apotheosis of lessons learned from the twin engine “teen series” fighters that began with the F-14 and F-15, continued with the emergence of the F/A-18 Hornet, and extends through to the most recent F/A-18 Super Hornet variants. Aerodynamically, it’s a half generation ahead of all of these examples, and planned evolutions will place the Eurofighter near or beyond parity in electronic systems and weapons.

The 1998 production agreement among its 4 member countries involved 620 aircraft, built with progressively improved capabilities over 3 contract “tranches”. By the end of Tranche 2, however, the 4-nation Eurofighter agreement still had 236 fighters left to go, even as welfare state programs and debt burdens were making that buy difficult to afford. A 2009 compromise was found in the EUR 9 billion “Tranche 3A” buy, and the program has renewed its efforts to secure serious export sales. Their success will affect the platform’s modernization plans.

Britain’s E-3D Sentry Airborne Warning and Control System (AWACS) is based on Boeing’s 707 family, and its ability to see and direct air operations within hundreds of miles provides vital strategic support. Since its introduction in 1992, the RAF’s fleet of 7 E-3s has been used in every major UK military operation, including Bosnia, Kosovo, Afghanistan, Iraq, and Libya.

That availability depends on effective maintenance, and the UK MoD has a new approach. It’s meant to give them more flyable planes, while costing less money. The new Sentry Whole Life Support Program (WLSP) began in August 2005, when Northrop Grumman won a 20-year, GBP 665 million (then $1.2 billion) contract. Under that contract, NGC’s team is providing aircraft maintenance and design-engineering support services through 2025, in order to improve availability and reduce overall ownership costs. As is typical of recent British contracts, the government has chosen a public-private partnership founded on an unusual military combination: fixed base costs, and guaranteed time in-service percentages for the planes.

The Russian SU-35 was something of a mystery for many years. Pictures from Russian firms showed different fighter jets carrying that label, even as the aircraft remained a prospective design and research project, rather an active program of record.

Revelations after 2007 began to provide answers. This article explains the sources of the widespread confusion regarding the SU-35’s layout and key characteristics, reviews what is now known about the platform, and tracks its development. Those developments are likely to have broad consequences. The aircraft now has a home customer in the Russian Air Force, and the SU-35 is being positioned to succeed most SU-30MK variants as Russia’s fighter export of choice within the coming decade. Will its succession bid succeed?

Back in 2005, Great Britain was considering a public-private partnership to buy, equip, and operate the RAF’s future aerial tanker fleet. The RAF would fly the 14 Airbus A330-MRTT aircraft on operational missions, and receive absolute preferential access to the planes. A private contractor would handle maintenance, receive payment from the RAF on a per-use basis – and operate them as passenger charter or transport aircraft when the RAF didn’t need them.

The deal became politically controversial, and negotiations on the 27-year, multi-billion pound deal charted new territory for both the government, and for private industry. Which may help to explain why a contract to move ahead on a “Private Financing Initiative” basis had yet to be issued, and procurement had yet to begin, over 7 years after the program began. In March 2008, however, Britain issued the world’s largest-ever Defence Private Finance Initiative (PFI) contract. DID’s FOCUS articles offer in-depth, updated looks at significant military programs of record. This is DID’s FOCUS Article regarding the US Army’s Light Utility Helicopter program, covering the program and its objectives, the winning bid team and industrial arrangements, and contracts.

The LUH will replace existing UH-1 Hueys and OH-58 Kiowa utility variants in a 345 helicopter, $3+ billion program between 2006-2015. “US Army LUH Competition: 4 Bids, New Partnerships” discussed the competitors, which included Team AgustaWestland’s AB139, Bell-Textron’s 412EP Twin Huey, Eurocopter’s EC145, and Team MD Helicopters’ 902 Explorer NOTAR (No Tail Rotor) design. Eurocopter’s winning LUH entry shifted from the provisional “UH-145” to “UH-72A Lakota” at a December 2006 naming ceremony, marking the first major US military program awarded to an EADS company. Both Eurocopter and its EADS parent have tried to build on that breakthrough, including an an armed scout AAS-72X entry to replace the canceled ARH-70.

The C-130 Hercules remains one of the longest-running aerospace manufacturing programs of all time. Since 1956, over 40 models and variants have served as the tactical airlift backbone for over 50 nations. The C-130J looks similar, but the number of changes almost makes it a new aircraft. Those changes also created issues; the program has been the focus of a great deal of controversy in America – and even of a full program restructuring in 2006. Some early concerns from critics were put to rest when the C-130J demonstrated in-theater performance on the front lines that was a major improvement over its C-130E/H predecessors. A valid follow-on question might be: does it break the bottleneck limitations that have hobbled a number of multi-billion dollar US Army vehicle development programs?

C-130J customers now include Australia, Britain, Canada, Denmark, India, Israel, Iraq, Italy, Kuwait, Norway, Oman, Qatar, South Korea, Tunisia, and the United States. American C-130J purchases are taking place under both annual budgets and supplemental wartime funding, in order to replace tactical transport and special forces fleets that are flying old aircraft and in dire need of major repairs. The US Navy currently uses large CH-53/MH-53 helicopters and towed sleds to help with mine clearance work, but they hope to replace those old systems with something smaller and newer. The MH-60S helicopter’s Airborne Mine Counter-Measures (AMCM) system adds an operator’s station to the helicopter cabin, additional internal fuel stores, and towing capability, accompanied by a suite of carried systems that can be mixed and matched. AMCM is actually 5 different air, surface and sub-surface mine countermeasures systems, all deployed and integrated together in the helicopter.

While the US Navy develops AMCM, and complementary ship-launched systems for use on the new Littoral Combat Ships, new minehunter ship classes like the Ospreys are being retired by the US Navy and sold. All in an era where the threat of mines is arguably rising, along with tensions around key chokepoints like the Suez Canal and Strait of Hormuz.

In an age of non-linear warfare, where front lines are nebulous at best and non-existent at worst, one of the biggest casualties is… the concept of unprotected rear echelon vehicles, designed with the idea that they’d never see serious combat. That imperative is being driven home on 2 fronts. One front is operational. The other front is buying trends.

These trends, and their design imperatives, found their way into the USA’s Joint Light Tactical Vehicle (JLTV) program, which aims to replace many of the US military’s 120,000 or so Humvees. The US military’s goal is a 7-10 ton vehicle that’s lighter than its MRAPs and easier to transport aboard ship, while offering substantially better protection ad durability than existing up-armored Humvees. They’d also like a vehicle that can address front-line issues like power generation, in order to recharge all of the batteries troops require for electronic gadgets like night sights, GPS devices, etc.

DID’s FOCUS articles offer in-depth, updated looks at significant military programs of record. JLTV certainly qualifies, and recent budget planning endorsements have solidifed a future that was looking shaky. Now, can the Army’s program deliver?

India’s Multi-billion Dollar Scorpene Sub Contract

In 2005, India confirmed that it would buy 6 Franco-Spanish Scorpene diesel submarines, with an option for 6 more and extensive technology transfer agreements. The Scorpene deal had simmered on the back-burner for several years, before it became one of India’s largest-ever partnerships with France. DID reported that a deal was “close” as far back as 2004, but nothing was finalized until late 2005. The cost had been subject to varying estimates over the life of those multi-year negotiations, as well as project overruns; the final figure for the first 6 boats is now generally accepted as being about $4 billion.

India’s submarine fleet currently consists of 16 submarines, about 13 of which are operational. Its Foxtrot Class boats can no longer be counted on, and its U209 derivatives from HDW are unlikely to last beyond 2015. With Pakistan acquiring modern submarines, and Chinese submarine building exploding, serious thought to India’s future submarine fleet became an obvious priority.
