Contract Extension for KC-135 Fuel Management Repairs | Nigerian Navy’s Second OPV-76 Completes Sea Trials | Poland’s Balanced Approach to Defense Cooperation

BAE Systems Controls Inc., based in Endicott, New York, has received a contract modification to repair the KC-135 Stratotanker’s fuel management panel and integrated fuel management computer. This fixed-price modification increases the total contract value from $5.2 million to $7.6 million and extends the contract term. The work will continue in Endicott, New York, with completion expected by March 14, 2026. Currently, no additional funds are being allocated for this extension. Tinker Air Force Base in Oklahoma oversees the contracting activities.

Raytheon Co. has been awarded an $18.5 million contract modification for the Evolved SeaSparrow Missile (ESSM) and NATO SeaSparrow Missile Systems programs. This cost-plus-fixed-fee modification extends Raytheon’s involvement in providing engineering and technical services for these advanced missile systems. The total value of the modification is $18,468,273. Work will be performed primarily in Tucson, Arizona, accounting for 73% of the effort, with 26% conducted in Portsmouth, Rhode Island, and the remaining 1% at various other locations. The project is expected to be completed by December 2025. Funding for this contract comes from multiple sources, including fiscal 2025 other customer funds amounting to $9,336,314, which accounts for 48% of the total. Fiscal 2024 other customer funds contribute $5,275,344, or 27%. Additionally, fiscal 2025 weapons procurement (Navy) funds provide $3,610,682, or 18%, while fiscal 2025 research, development, test, and evaluation (Navy) funds add $750,000, or 4%. Fiscal 2024 weapons procurement (Navy) funds contribute $369,857, or 2%, and fiscal 2021 other customer funds account for $540,000, or 2%. This contract modification is part of ongoing efforts to enhance and support the ESSM program, which aims to protect warships from advanced anti-ship cruise missiles. The Naval Sea Systems Command in Washington, DC, is overseeing this contract as the contracting activity. This award demonstrates the continued importance of the ESSM program in naval defense strategies for the United States and its allies.

Middle East & Africa

Turkey’s Dearsan Shipyard has completed the initial sea trials of the second OPV-76 offshore patrol vessel for the Nigerian Navy. The contract for these vessels was signed in November 2021, with construction starting in September 2022. The first ship was launched in October 2023, and the second in April 2024. The project is valued at $160 million, with delivery of both vessels scheduled for 2025. The OPV-76 class vessels are designed for maritime patrol, surveillance, and counter-smuggling operations. They feature advanced technology and weaponry, enhancing Nigeria’s ability to secure its maritime domain and address regional security challenges.

Europe

Poland is pursuing a dual strategy in its defense policy, strengthening cooperation with the United States while also tightening ties with key European allies. On the US front, Poland has reaffirmed its commitment by allocating a significant portion of its GDP to military spending, which has been praised by U.S. officials. Additionally, Poland plans to acquire more military equipment from the United States and is exploring joint ventures between Polish and American defense industries. Simultaneously, Poland is actively engaging with European partners. It is participating in the European Sky Shield Initiative, a project aimed at coordinating air defense efforts across the continent. Poland has also expressed interest in joining a European Defence Fund program to develop a new main battle tank. Furthermore, it is seeking to strengthen defense ties with major European powers such as Germany, France, and the UK. This balanced approach reflects Poland’s awareness of the evolving geopolitical landscape and its desire to ensure comprehensive national security. By maintaining strong transatlantic ties while playing a more significant role in European defense initiatives, Poland aims to bolster its position within both NATO and the EU.

Asia-Pacific

The US State Department has approved a potential $91.2-million sale of precision-guided munitions to Australia. Canberra will receive 54 Guided Multiple Launch Rocket Systems-Alternate Warhead (GMLRS-AW) rounds, along with telemetry kits, engineering services, and related support.  “The proposed sale will support its goal of improving national and territorial defense, interoperability with US forces, and working to uplift industry as a new source of supply,” the Defense Security Cooperation Agency stated.  Lockheed Martin and Lockheed Martin Australia are the principal contractors.  Australia inked a $24-million deal with Lockheed in January 2024 to begin domestic GMLRS missile production by 2025, where the country would assemble components sourced from the US.
