TRICARE Sends $269.1M SOS for Overseas Health Care

International SOS Assistance in Trevose, PA won a fixed-price requirements contract to provide health care support services, dental care services and claims processing to the US Department of Defense TRICARE Overseas Program. The total potential contract value, including an approximately 10-month base period and 5 one-year option periods for health care delivery, plus a transition-out period, is estimated at $269.1 million.

The TRICARE Management Activity provides health care coverage to 9.4 million active duty military family members, military retirees and their eligible family members.

International SOS Assistance will support the chief of the TRICARE Overseas Program Branch, TRICARE area office directors, and MTF commanders in operating an integrated health care delivery system that combines resources from the US military’s direct medical care system with the contractor’s health care support services.

The contract includes services for active duty family members enrolled in TRICARE Prime who require emergency health care services while traveling overseas. TRICARE Prime is a managed care option.

According to the National Libary of Medicine and the National Institutes of Health, managed care includes:

“Health insurance plans intended to reduce unnecessary health care costs through a variety of mechanisms, including: economic incentives for physicians and patients to select less costly forms of care; programs for reviewing the medical necessity of specific services; increased beneficiary cost sharing; controls on inpatient admissions and lengths of stay; the establishment of cost-sharing incentives for outpatient surgery; selective contracting with health care providers; and the intensive management of high-cost health care cases. The programs may be provided in a variety of settings, such as health maintenance organizations and preferred provider organizations.”

The contract offers Prime-like programs in both MTF and remote locations to active duty service members and their command-sponsored family members, including National Guard and Reserve members on orders for more than 30 days.

The TRICARE Prime Overseas program is divided into 3 geographic regions: Eurasia-Africa, Pacific, and Latin America & Canada. Each region has its own plan and enrollment procedures. For example, when enrolling in Canada, US military personnel select a primary care manager from a Canadian Forces Health Facility.
