US Military Contracts for Fire and Emergency Gear

Most people think “defense procurement” and think “weapons,” but the truth is that infrastructure and associated services consumes at least as much money. In December 2007 (FY 2008), the Defense Supply Center Philadelphia (DSCP, now the US Defense Logistics Agency’s Troop Support group) in Philadelphia, PA issued awards by region for “tailored logistics support” involving fire and emergency equipment on behalf of US military installations, other federal agencies and departments, and other approved customers. In practice, all of the contracts below may involve the US Army, Navy, Air Force, Marine Corps, federal civilian agencies, or even state and local governments as end customers.

These FES contracts involved hundreds of millions of dollars over a 2-year base contract, followed by 3 more 1-year options, with FY 2012 as the final option year.

Militaries often issue multiple-vendor contracts, in which multiple winners may compete for specific delivery orders under an already-negotiated set of contract terms. This saves money and also time, which can be a very precious commodity depending on the services being rendered. Common equipment buys are often issued under these frameworks.

DID has worked with the DLA Troop Support Center to clarify these contracts. Despite the regions given, they are global. The “West Region” includes installations in Western US states, as well as Pacific installations in places like American Samoa, Guam, Japan, Korea, and the Northern Marianas. The Northeast and Great Lakes/Capital Regions also cover Central Command in the Mideast, and Europe. The Southeast Region covers South America and the Caribbean.

With respect to dollars, figures given in releases have always reflected the entire the maximum value for all task orders, across all regions, over all 5 years, which is how the umbrella contract is structured. In December 2007 (FY 2008), the Defense Supply Center Philadelphia (DSCP) in Philadelphia, PA issued awards for a total of up to $800 million, with 13 responses received, though the 2007 and 2009 releases erroneously said 12. The $800 million figure given for the 1st and 2nd option years remains the total all-year maximum.

In the final option year of 2012, the 15 multiple-award, fixed price with economic price adjustment contracts were listed as being worth just $636.9 million, with payments that year made out of the FY12 Defense Capital Revolving Fund. Since this was the final year, it was possible to add remaining contract maximums to past spending under the contract, which amounts to less than $800 million. Spending less than the maximum is fairly common for umbrella contracts of this type, vid. “Defense contracts don’t always add up.”

Sharp-eyed readers will also note that the number of contracts is greater than the number of responses to the FBO.gov solicitation, but several firms have won multiple contracts. The winners competing for task orders under this umbrella contract all qualify as small businesses under US government rules.
