Brooks City-Base(click to view full) According to its Statement of Commander’s Intent, the 311th Human Systems Wing is to be “the birthplace, home, and future of aerospace medicine.” It sits within the Brooks City-Base Project, an innovative joint partnership with the City of San Antonio, TX. The Headquarters 311th Human Systems Wing recently set up $6 billion worth of contracts associated with this endeavor. Solicitations began August 2005, negotiations were completed in April 2006, and work will be complete in April 2017. The contract details and winners are: The point of these contracts is to design and construct new facilities and infrastructure, and remodel and upgrade existing facilities and infrastructure, at the Brooks City-Base Project. This contract tool brings several methods of construction together in one contract. It includes turnkey, design-build, design-build-plus, and design-bid-build. As such, requirements may include design, construction, demolition, repair and emergency response tasks. While this set of contracts is not intended to do stand-alone environmental contracting or stand-alone design, the contractor may provide support for environmental work incidental to construction efforts.
