Harris to Support USAF Air Mobility Command C2 Systems

Harris Corp in Melbourne, FL received a 3-year contract to provide technical and support services – including information assurance, development testing, configuration management and training – for the US Air Force Air Mobility Command’s (AMC) command and control (C2) systems. The contract has a potential value of $7.5 million.

Harris is providing the services as a subcontrator under the $50 million Applications Infrastructure and Systems Support (AISS) contract, which was awarded to Computer Science Corp…

The AISS contract has a 1-year base period with 3 one-year options. Harris will lead architecture planning and design, information assurance, and network support under the contract. Harris is 1 of 3 subcontracts to CSC on the AISS contract; the other 2 are Northrop Grumman in Los Angeles, CA, and TRI-COR Industries in Lanham, MD.

Harris will provide technical and support services to the following AMC C2 systems and programs [PDF]:

  • Advanced Computer Flight Plan (ACFP) – system designed to generate wind-optimized flight plans;
  • L-Band Satcom program – an AMC communications initiative to provide 2-way e-mail capability between C2 agencies and L-Band satcom-equipped aircraft;
  • Commercial Operations Integrated System – online information system supporting contracting commercial airlift to augment AMC’s airlift;
  • Consolidated Air Mobility Planning System (CAMPS) – AMC’s force-level C2 planning and scheduling system that provides tools for planning and scheduling air mobility missions during peacetime, contingency, humanitarian, and wartime operations.
  • Global Air Transportation Execution System (GATES) – AMC’s primary C2 system for cargo and passenger movement reporting;
  • Worldwide Port System – an automated information system to provide cargo management and accountability to water port and regional commanders while providing in-transit visibility to the Global Transportation Network;
  • Global Command and Control System – DoD network that provides commanders with a single source for generating, receiving, sharing and using information securely. It provides surveillance and reconnaissance information and access to global intelligence sources as well as data on the precise location of friendly forces; and
  • Global Decision Support System (GDSS) – primary C2 system for the scheduling, management, and execution of airlift and air refueling missions;

In 2005, AMC unveiled the next generation of GDSS, the GDSS2, which provides unit-level and force-level mission planning, scheduling and tracking of all mobility airlift and air refueling missions, as well as visibility of aircrews, cargo aircraft and ongoing missions regardless of their location.

GDSS2 enables AMC to integrate the current version of the GDSS, the existing Command and Control Information Processing System, or C2IPS, and the Integrated Management Tool into 1 global AMC C2 system, which exchanges data through interfaces with 40 other systems.
