A number of different U.S. military organizations have recently issued recruiting-related contracts, including a $250 million advertising & publicity contract for the U.S. Army, up to $200 million for various National Guard related services, and up to $35.1 million in materials for Navy Recruiting Command.

The U.S. Army and especially the National Guard have recently had issues meeting recruiting goals as the regular force size rises, and the prime cohort for National Guard enlistment sees more of a stark choice between re-enlistment in the regular force and service abroad vs. exit from the service.

Leo Burnett, USA Inc. in Chicago, IL received a six-month extension to an est. $250 million indefinite-delivery/ indefinite-quantity, firm-fixed-price-award-fee contract to plan and execute advertising, promotional, and publicity programs supporting all recruiting and retention programs of the United States Army. As DID reported, The Army recently cancelled a $200 million ad review which might have opened up the account.

This six-month extension contract will be for the acquisition of supplies and services customarily performed by a full-service and/or consortium advertising agency for the Headquarters, U.S. Army Recruiting Command in Fort Knox, KY; Headquarters, Army Accessions Command in Fort Monroe, VA; Headquarters U.S. Army Cadet Command in Fort Monroe, VA; Office of the Chief, Army Reserve in The Pentagon, Washington, DC; and the Office of the Assistant Secretary of the Army, Manpower & Reserve Affairs in The Pentagon, Washington, DC. Work will be performed in Chicago, IL and is expected to be completed by Dec. 30, 2005. The Defense Contracting Command-Washington in Washington, D.C issued the contract (W74V8H-05-D-0008).

Document Packaging and Brokers Inc. in Pelham, AL received an indefinite-delivery/ indefinite-quantity contract for an estimated value of $200 million to be completed by June 30, 2010. The contract is to provide a comprehensive marketing program on a task-order basis for recruiting and retention in support of the Army National Guard and Air National Guard along with the National Guard Bureau’s public affairs, youth programs and family programs. The National Guard Bureau issued the contract. (W9133L-05-D-0011)

Industries for Blind Inc. in Milwakee, WI received a $6.6 million firm-fixed-price, indefinite-delivery/ indefinite-quantity contract for Navy Recruiting Promotional Materials for the Commander, Navy Recruiting Command in Millington, TN. This contains option periods, which if exercised, would bring the estimated value of the contract to $35.1 million. Work will be performed in Milwaukee, WI, and work is expected to be complete by July 2006. This contract was not competitively procured. The Fleet and Industrial Supply Center Norfolk Philadelphia Division issued the contract (N00140-05-D-E610).
