$11M for Environmental Restoration at Allegany Ballistics Laboratory

ATK Tactical Systems Co. LLC in Rocket Center, WV received an estimated $11 million cost, no-fee contract for projects re: the Navy’s continuing environmental restoration program at Allegany Ballistics Laboratory (ABL) in West Virginia. The facility began operations in 1942 as a government owned, Navy Industrial Reserve Ordnance Plant whose mission was to research, develop, and produce solid propellant rocket motors for DoD and NASA.
Contaminants found in the ground water and soil include explosives, VOCs (Volatile Organic Compounds), acids, bases, laboratory and industrial wastes, bottom sludge from solvent recovery, metal plating pretreatment sludge, paints, and thinners. The pump and treat system at Site 1 and Site 10, and the landfill cap at Site 5 have greatly reduced exposure to contaminants from the facility. Additionally, several water supply wells on the facility had been shut down to reduce potential exposure to contaminated groundwater.
ATK Tactical Systems Co. LLC is the site’s designated contractor-operator. Work will be performed in Rocket Center, WV and is expected to be completed by November 2007. The contract was not competitively procured. The Naval Sea Systems Command in Washington, DC issued the contract (N00024-05-E-4410).
