After a long series of combat losses riding in flat Humvees, the US military finally began to get serious about the #1 killer in theater, ordering and fielding blast-resistant vehicles that could survive land mine attacks. The MRAP program, and derivative efforts like the MMPV engineer vehicles and MRAP All Terrain Vehicles (M-ATV), have ordered over 25,000 vehicles since then, from a variety of firms.

Each firm has arrangements for field support of their vehicles, and also handles upgrade contracts. Over a number of years, those contracts usually grow to be larger than the original purchase prices. Nor are these the only maintenance niches to be filled. Some immediate repairs and support, depth maintenance, and maintenance coordination are all possibilities for internal and contractor personnel. Unless otherwise noted, the contractor is Mantech Telecommunications and Information Systems Corp. in Chantilly, VA. Note that some of these orders involve sub-contracts with other firms; the firm’s own announcements state that they have expanded their role over time since 2003.

Feb 07/11: ManTech announces a US Army TACOM contract to continue providing logistics sustainment and support for the U.S. military’s MRAP Family of Vehicles (FoV). The award is valued at $488 million for an initial period of performance and options totaling 11 months.

ManTech will manage, monitor and sustain equipment operational readiness for MRAPs. In addition, ManTech will provide rapid assessment and repair of battle-damaged MRAP and Route Clearance Vehicle equipment, and immediate repairs of mechanical failures due to operational damage or system fatigue. Work will be performed in Iraq, Afghanistan, Kuwait and at locations throughout the U.S. as required.

Dec 3/10: A $44.5 million time-and-material contract for one LOT of supplies and services required to manage, monitor, and maintain equipment operational readiness of route clearance vehicle, Explosive Ordinance Disposal vehicles, elected area clearance equipment and countermine equipment operating in Southwest Asia. Work is to be performed in Iraq and Afghanistan, with an estimated completion date of Jan 31/11. One bid was solicited with one bid received by US Army TACOM-Warren, in Warren, MI (W56HZV-08-C-0516).

Feb 3/09: A contract worth up to $355 million contract awarded to ManTech by VSE Corporation, acting on behalf of the U.S. Army’s PEO Combat Support and Combat Service Support, and TACOM Product Manager for Assured Mobility Systems.

ManTech will provide maintenance, sustainment and logistics analysis to BAE/GDLS’ RG-31 and BAE’s RG-33 MRAPs. This contract extends current support and expands services to include maintenance and logistics for the RG-33 for TACOM. This contract is requirements driven, and will be heavily dependent on operational tempo in the Southwest Asia region. ManTech.

Aug 11/08: A $106 million time & materials contract for one lot of route clearance equipment contractor logistics support services. Work will be performed in Iraq and Afghanistan, and is expected to be complete by Oct 31/10. There was 1 bid solicited on March 15/08, and one bid was received by US Army TACOM in Warren, MI (W56HZV-08-C-0516).

ManTech International Corporation’s release describes the award as having a value of up to $820 million over its 1-year base, and its two 6-month option periods.

Jan 4/07: ManTech announces a Q4 2006 competitively awarded task order, issued under the Army Communications Electronics Life Cycle Command, Rapid Response contract. Including option periods, it has a total potential value to ManTech of $159 million over 16 months, supporting American mine-clearing and other systems for the U.S. Army in numerous locations within Iraq, Afghanistan and Kuwait. ManTech’s release acknowledges that the award is taking place in its role as a lead subcontractor to VSE Corporation.

ManTech will provide services as ordered under the task including deployed sustainment management; deployed logistics and repairs management; unique system training and curriculum support; and resource management and acquisition. ManTech will support unique and specialized systems including the mine-clearing, Joint Explosive Ordnance Disposal (EOD) Rapid Response Vehicle (JERRV).
