Jay L. Johnson will retire from his position as Chairman and CEO of General Dynamics at the end of the year. Phebe N. Novakovic, President and COO since last month, will replace him. CACI’s CEO Paul M. Cofoni is also leaving, to be replaced by Daniel D. Allen.
