Lockheed Martin Corp. in Sunnyvale, CA received a $6.5 million contract modification to the existing Space Base Infrared System High component engineering, manufacturing, and development contract. DID has covered the SBIRS High program and some of its problems in a past article.
Meanwhile, Boeing Satellite Systems in Segundo, CA received a $19.5 million cost-plus fixed-fee/ completion contract. The goal is a proposal within the broad agency announcement (BAA) funding guidelines that defines requirements to provide for demonstration of “large structure deployment and control from space.”
The Lockheed Martin-built GPS 2R-M1 spacecraft was supposed to launch from Cape Canaveral in May 2002 aboard a Boeing Delta 2 rocket, but issues involving internal components have put the brakes on the $75 million mission. Problems included:
A mis-installed capacitor on a navigation payload under assembly.
Screws were discovered not properly torqued in a navigation payload. Inspections performed on GPS 2R-M1 showed its screws were torqued.
Navigation payload-manufacturer ITT determined that a Destructive Physical Analysis had not been performed for a relay used on the GPS 2R-M1 satellite’s L-Band transmitter DC-DC converter.
After nearly 15 months of off-and-on negotiations, Lockheed Martin Corp. and Boeing Co. said on May 3, 2005 that they will merge their struggling government rocket businesses. The companies said they expect the joint venture to generate $1.5 billion to $2 billion in revenue per year from the government and save it $100 million to $150 million a year. The firms have a similar joint venture to manage the day-to-day operations of NASA’s space shuttle program.
The deal must be approved by the Pentagon and U.S. and international regulatory agencies. If approved, it is expected to close by the end of the year (in fact, it closed in October 2006)…

Solicitation began January 2005, negotiations were completed February 2005, and work will be complete by April 2010. Wright-Patterson Air Force Base, OH issued the contract (FA8633-05-D-2002, 2003).
