SURVIAC: Booz Allen Receives 4 More Years, $56M

Booz Allen, Hamilton Incorporated in McClean, VA received a $56.6 million (estimated) cost-plus fixed-fee contract modification for operation of the Survivability/ Vulnerability Information Analysis Center (SURVIAC) for a 4-year option period beginning January 2006. “The mission is to perform the functions of a full service Department of Defense Information Analysis Center as described in DoD Regulation 3200.12-R-2, “Centers for analysis of scientific and technical information in the vital technical area of non-nuclear survivability/ vulnerability.”

SURVIAC is the DoD focal point for nonnuclear survivability/ vulnerability data, information, methodologies, models and analysis relating to U.S. and foreign aeronautical and surface systems. SURVIAC’s scope covers the survivability of allied and other non-adversary systems against threat weapons, as well as the effectiveness of U.S. weapons against foreign systems.
Weapon systems include fixed and rotary-winged aircraft, both manned and unmanned, missiles, tanks, trucks, armored personnel carriers, artillery, radar vans, ships, and spacecraft. Data holdings include relevant survivability and lethality information on acquisition, detection, tracking, launch, fly-out and fusing characteristics, the countermeasures and counter-countermeasures employed, and terminal effects, system design, performance and operational information; acoustics, infrared, optical, electro-optical and radar signatures; combat damage and repair; and component probability of kill given a hit (Pk/h) data and combat history data.
In short, everything you’d need to run simulations or make effectiveness comparisons. They do those things, too.
Their services also reach beyond simple weapons systems to include “non-nuclear weapons” and homeland security. Non-nuclear weapons include conventional missiles and guns, directed energy weapons, and chemical/biological weapons. Homeland Security encompasses intelligence and warnings; border and transportation security; domestic counterterrorism; protecting critical infrastructures; defending against catastrophic threats, and emergency preparedness and response.
The SURVIAC contract included a three-year base performance period, and two options periods, for a total length of 10 years. With the exercise of this four-year option, which will be complete in January 2011, only one three-year option remains. The Headquarters 55th Wing (ACC) at Offutt Air Force Base, NB exercised the option (SP0700-03-D-1380/P00011).
