The USA has 2 big submarine manufacturers, and a fleet of submarines that needs maintenance. Which means that both Northrop Grumman Shipbuilding, Inc. and General Dynamics Electric Boat receive contracts to support the US nuclear submarine fleet, from the SSN fast attack boats of the SSN-688/I Los Angeles, SSN-774 Virginia, and SSN-21 Seawolf classes, to the Ohio Class’ mix of SSBN nuclear missile carriers and SSGN special forces/ strike subs.

The contract and options cover “design agent, planning yard, engineering, and technical support for active nuclear submarines.” Those includes options which would bring the cumulative value of the contract to an estimated $1.788 billion if they are all exercised and funded.

Under the terms of the contract, GDEB provides design, engineering, material and logistics support, and research and development activities for active U.S. Navy nuclear submarines and submersibles. Since the USN has an all-nuclear fleet, this means all American submarines, but “submersibles” can also include research vessels and items like the open-hull Seal Delivery Vehicles. Electric Boat will also provide information services, planning, scheduling and technical support for submarine maintenance and modernization activities, training and facility support, and affordability/cost reduction support.

The specific list of services includes:

“…drawings and related technical data; design change documentation; logistics technical data; configuration management; hull, mechanical and electrical engineering; submarine safety design review; non-propulsion plant electrical system engineering; propulsion plant engineering; information services; maintenance engineering; refit/availability technical support; on-site support; configuration change program design and installation support; configuration change program material support; submarine technical trade support; training and facility support; RDT&E program support; R&D submarine/submersibles support; miscellaneous special studies; temporary alteration support; modernization of submarine/submersible systems/subsystems; and affordability/cost reduction technical support.”

US Naval Sea Systems Command in Washington, DC manages the N00024-09-C-2101 contract, and also its continuing contract, N00024-11-C-2111.

Oct 15/12: A $459 million option, which takes place under the continuing contract, N00024-11-C-2111. $5.9 million is committed at the time of award, and the rest can be called on if needed. This raises the total value of all announcements under this FY 2011 contract to $1.2887 billion, but note that the Navy doesn’t necessarily spend all of the money announced each year.

Work will be performed in Groton, CT (73%); Kings Bay, GA (11%); Bangor, WA (8%); Quonset, RI (6%); and Newport, RI (2%), and the option runs until September 2013.

Oct 14/11: A $429.2 million cost-plus-fixed-fee contract option, which takes place under the continuing contract, N00024-11-C-2111.

Work will be performed in Groton, CT (73%); Kings Bay, GA (11%); Bangor, WA (8%); Quonset, RI (6%); and Newport, RI (2%), and the option runs until October 2012. If fully funded (the FY 2012 budget is not 100% settled), contract funds in the amount of $186.5 million will expire at the end of the fiscal year, on Sept 30/12.

Oct 7/10: A $400.5 million cost-plus-fixed fee option, which takes place under the continuing contract, N00024-11-C-2111.

Work will be performed in Groton, CT (73%); Kings Bay, GA (11%); Bangor, WA (8%); Quonset, RI (6%); and Newport, RI (2%). Work is expected to be completed by October 2011, and $84,119,715 will expire at the end of the fiscal year on Sept 30/11.

Oct 5/09: General Dynamics Electric Boat (GDEB) Corp. in Groton, CT receives a $320.6 million modification to a previously awarded contract (N00024-09-C-2101). Work will be performed in Groton (73%); Kings Bay, GA (11%); Bangor, WA (8%), Quonset, RI (6%), and Newport, RI (2%). GDEB expects to complete the work by October 2010. Contract funds in the amount of $67.3 million will expire at the end of the fiscal year.

Dec 12/08: General Dynamics Electric Boat Corp. in Groton, CT receives a $16.8 million cost-plus-fixed-fee material order to fund the Block III Common Weapon Launcher (CWL) design for the USA’s Virginia Class submarines. The award is made under this contract, but the CWL effort requires more in-depth treatment, and includes other contracts. Nov 17/08: General Dynamics Electric Boat Corp. in Groton, CT received a $285.9 million cost plus fixed fee contract, with options which would bring its cumulative value to an estimated $1.788 billion if they are all exercised and funded.

Work performed under the initial award is expected to be complete by October 2009. It will be performed in Groton, CT (73%); Kings Bay, GA (11%); Bangor, WA (8%); Quonset, RI (6%); and Newport, RI (2%), and is expected to be complete by October 2009. Contract funds in the amount of $34.3 million will expire at the end of the fiscal year. This contract was not competitively procured (N00024-09-C-2101). See also: GDEB release.
