The US Navy has just awarded three submarine-related contracts for a series of basic requirements, ranging from maintenance to EHF communications terminals. The total value of all these contracts could be as high as $112.5 million.
The first two are 5-year indefinite-delivery/ indefinite-quantity, cost-plus-fixed-fee/ performance incentive contracts to provide electronic systems program engineering, life cycle & in-service support, including upkeep/update of submarine combat systems software and other critical systems. This will not include any work on the submarines’ nuclear propulsion systems. This contract was competitively procured and advertised on the Internet by The Naval Undersea Warfare Center, Newport Division in Newport, RI, with five offers received.
Gryphon Technologies, LC, in Riverdale, MD received a $44.7 million contract to provide 706,800 man-hours of work in these areas. Work will be performed in Newport, RI and is expected to be complete by September 2010 (N66604-05-D-007A).
Engineering Services Network, Inc. in Arlington, VA received a $42 million contracts, to provide 706,800 man-hours of work in these areas. Work will be performed in Newport, RI and is expected to be complete by September 2010 (N66604-05-D-007B).

Raytheon CO in Marlborough, MA received a $14.5 million not-to-exceed, cost-plus-incentive-fee letter contract for a two-phase effort that encompasses the design, development, test, production and requisite training of a military X-band communications kit for the Extremely High Frequency (EHF) low data rate/ medium data rate follow-on terminal (FOT) submarine variant and Virginia Class variant. This contract includes options, which, if exercised, would bring the cumulative value of this contract to an estimated $25 million.
Work will be performed in Marlborough, MA and is expected to be complete by September 2007 (September 2009 if all options are exercised). This contract was not competitively procured because it is a follow-on procurement to a competitively placed contract for the EHF terminals. The Space and Naval Warfare Systems Command in San Diego, CA issued the contract (N00039-05-C-0061).
