L-3 Communications West in Salt Lake City, UT received a $12.5 million firm fixed price contract to provide for Dual Data Link-2 (DDL-2), Pre-Planned Product Improvement (P3I) Program. The Dual Data Link (DDL-II) Program provides the capability to encrypt and transmit Intelligence, Surveillance and Reconaissance data via dual, simultaneous, independent wideband datalinks. This capability can help achieve continuous day or night, high-altitude, all-weather, standoff surveillance of an area in direct support of U.S. and allied ground and air forces.
L-3 Communications West is a subsidiary of L-3 Communications Holdings Inc. in NYC, NY, which is currently facing a criminal investigation over quality issues in the U.S military’s CESL emergency radio systems.
This procurement is for the design, build and test of quantity two DDL-2 Systems including SIL and Flight Testing. Work shall incorporate capability for both hardware and software for air-to-air data link using the Q-Bay or the Aircraft RFA. In addition, this effort is for the design, build and test of quantity one DCATE for the DDL-2 system; quantity one System Test Stand for the system; quantity two each Retrofit/Replacement Kits for the DDL-2 DAMA and Q-bay RFA; Airborne Spares and data.
This work will be complete by June 2008. Solicitation began December 2004 and negotiations were completed March 2005. The Headquarters Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio issued the contract (FA8620-05-C-4303).
