FY 2006 E-2C/ C-2 Acquisition Program Support Contracts Issued
The Naval Air Systems Command Aircraft Division in Patuxent River, MD awarded a pair of contracts for planning, programming, and financial support. The scope is to accomplish all aspects of program life cycle management necessary, in order to meet the acquisition responsibilities of its carrier-capable E-2C Hawkeye AWACS/ C-2 Greyhound cargo aircraft.
These modifications exercise an option under previously awarded indefinite-delivery/ indefinite-quantity contract, and combine purchases for the United States Navy and the governments of France, Taiwan, Egypt, Japan, and Singapore under the Foreign Military Sales Program. Additional FMS purchases may include the governments of the United Arab Emirates, India, Pakistan, Malaysia, Thailand and Oman.
This effort entails technical management, business and financial management, and technical and analytical support, including technical writing and editing necessary to meet the acquisition responsibilities of the E-2C/C-2 Program, including foreign military sales.
Work covered by this contract includes a number of technical subject matter areas: airborne early warning; carrier on-board delivery; airborne intercept control; command, control, communications and intelligence (C3I); weapons systems control; navigation; digital data link communication processing; threat evaluation support computations using electronic support measures (ESM) data; display (including Airborne Tactical Display System operator console display, navigational display and program and equipment status display); system security; automatic tracking with radar and identification friend or foe) data; input/output support programs; program executive control; file system and data extraction; ESM/passive detection system; local area networks; and mission planning and initializing.
Work will be performed in Patuxent River, MD and is expected to be complete in December 2006. Contracts included:
- Wyle Laboratories Inc. in Huntsville, AL received a $25.5 million award.
- BearingPoint, LLC (formerly KPMG Consulting) in Lexington Park, MD, is being awarded a $24.7 million modification under contract N00421-03-D-0015.
Other recipients of funding under this or related contracts have included:
- BearingPoint received a $24.8 million award on Nov 29/04 and a $23.2 million award on Dec 9/03 (N00421-03-D-0014). They also received a Nov 21/02 contract for $22.5 million as KPMG Consulting LP (N00421-02-D-0134).
- Advanced Information Engineering Services, Inc. in Buffalo, NY ($24.8 million, Nov 29/04; also $24.1 million, Dec 9/03 as Veridian Engineering (N00421-03-D-0015). They also received a Nov 21/02 contract for $23.3 million (N00421-02-D-0135).
