Supporting the USAF’s Space Wings
The units of USAF Space Command have a wide range of functions, from supervising Space Shuttle launches to maintaining surveillance satellites and radars, operating America’s land-based nuclear missiles, and conducting ballistic missile defense.
Over the last couple of weeks, a number of contracts have been issued for various support services to these entities. We thought our readers might appreciate a look at several of these contracts at once, rather than just presenting them on a contract by contract basis.
Sept 11/06: The Air Force is exercising the FY 2007 option to Space Coast Launch Services’ Launch Operations Support Contract (LOSC) at Patrick Air Force Base, FL. This $36 million contract provides for launch support operations, maintenance and engineering support to critical launch, spacecraft and ordnance facilities and support systems owned by the 45th Space Wing at Cape Canaveral Air Force Station, FL. The LOSC contractor is responsible for planning and executing all preventive and corrective maintenance and performing configuration changes to LOSC facilities and systems as necessary, in order to achieve the greatest operational availability for mission support. DoD, civil, and commercial space launches are covered. Work will be complete September 2007. The 45th Space Wing, Patrick Air Force Base, FL issued the contract (FA2521-05-C-0008/P00027 tentatively).
Sept 11/06: SRS Technologies, Cape Canaveral, Fla., is being awarded a $5 million cost-plus-fixed-fee contract modification for consolidated safety engineering support services to the 45th Space Wing’s Eastern Range. This is option 5 of 9 for the period of Oct. 1, 2005 through Sept. 30, 2006. Work will be complete September 2007. The 45th Space Wing at Patrick Air Force Base, FL issued the contract (FO8650-02-C-0018/P00100).
Sept 5/06: Harris Technical Services Corp. in Colorado Springs, CO received a $55 million cost-plus award-fee contract. To date $44.8 million has been obligated, and work will be complete September 2007. Harris will perform operations and maintenance services to be provided to Air Force Space Command’s 50th Space Wing, including: configuration management, electrical power systems management, communications systems engineering, small computer hardware maintenance and database applications support, 2 hour maintenance management, industrial safety, communications security, information management, local area network management, communications network control center operations, telephone operations, and visual information management, communications circuit management, satellite control center support, computer operations support, communications-computer system maintenance and operation for the defense satellite communications system, secure communication system, MILSTAR, and other operations in support of the Air Force Satellite Control Network.
The Headquarters 50th Space Wing at Schriever Air Force Base, CO issued the contract (FA2550-02-C-0007/P00066); they are responsible for the operations and support of more than 170 Department of Defense satellites
Sept 1/06: Phoenix Management Inc. in Austin TX received a $19.2 million firm fixed price award fee contract with cost reimbursement and labor hour contract line items. Services include Base Supply Support (to include Mobility Bags (MOBAGS) and Individual Body Armor (IBA) Management, HAZMAT Function, Fuels Management and Support, Missile Material Control), CE Materiel Control, Vehicle Operation and Maintenance, Base Transportation, Surface Freight Operations, and Regional Supply Backstop Support. These non-personal logistics support services will be provided for:
- HQ AFSPC/A4R and the 21st Space Wing Logistics Readiness Squadron at Peterson Air Force Base, Colorado
- 50th Logistics Readiness Flight at Schreiver Air Force Base, CO
- 460th Logistics Readiness Squadron at Buckley Air Force Base, CO
- 341st Logistics Readiness Squadron at Malmstrom Air Force Base, MT
- 90th Logistics Readiness Squadron at F.E. Warren Air Force Base, WY
- 30th Logistics Readiness Squadron at Vandenberg Air Force Base, CA
Work will be complete September 2007. The 21st Space Wing at Peterson Air Force Base, CO issued the contract (F05603-01-C-0001).
