AFSOC Awards up to $85M in SETA IV Contracts
The US Air Force Special Operations Command (AFSOC) awarded 3 five-year indefinite delivery/ indefinite quantity contracts worth up to $85 million to provide advisory and assistance services to AFSOC headquarters.
The winners will compete for task orders under the Systems Engineering and Technical Assistance (SETA) IV contracts. The task orders will be for management and professional support services; studies, analyses, and evaluations; and engineering and technical services.

The US Department of Defense’s Oct 16/09 announcement included 3 contract numbers but only 1 company name. DID contacted AFSOC, which provided the names of the other companies, but declined to indicate which contract number was awarded to which company. The SETA IV contract numbers are: FA0021-10-D-0001, FA0021-10-D-0002, FA0021-10-D-0003.
WinTec Arrowmaker is the only SETA IV winner from the SETA III contract. The other SETA III winners were Blackhawk Management Corp. in Houston, TX, and TCS Design and Management Services in Warner Robins, GA. The scope of the SETA III contract was similar to SETA IV.
Under SETA IV, the companies will compete for task orders on a broad range of services, including:
- providing engineering and technical assistance on chemical, biological, radiological, and nuclear (CBRN) weapons issues;
- assisting in developing, reviewing, presenting, and assessing lessons, programs of instruction, and courses at United States Air Force Special Operations School;
- assisting in management of AFSOC’s participation in all experiments/ exercises;
- providing command and control support and other Air Force Special Operations Forces mission-related computer interests;
- analyzing, developing, and evaluating rated aircrew operational training, manning, and qualification issues, operational data, and operational support programs;
- implementing command flight, ground, and weapons mishap prevention programs;
- providing analysis, research, training development, instruction, and management support to implement and sustain the required elements of the AFSOC tactics program;
- providing liaison engineering in support of the C-130 aircraft structures and fleet common systems;
- providing mission data software generation, database management, electronic warfare system assessments and related engineering tasks;
- providing analysis, research, training, operation, and airspace management support to implement and sustain the required elements of the AFSOC unmanned systems program to ensure crews are prepared to conduct operations in hostile environments and survive;
- providing engineering and program management assistance in the requirements development, integration, installation and fielding of new or advanced avionics systems to improve performance and supportability for all AFSOC aircraft; and
- providing current operations and training support in order to focus active duty aircrew members on directly supporting the 1 SOW contingency combat flying mission.
At this time, $3,000 (per awardee) has been obligated on initial task orders. The HQ AFSOC/A7KZ at Hurlburt Field, FL manages the SETA IV contracts.
