$450M for Contingency Response in the Philippines, and Beyond
A $450 million, 5-year contract announced by the Pentagon on August 31, 2006 was issued for activation in response to “natural disasters, humanitarian efforts, contingencies and other requirements (i.e. due to non-performance by an incumbent contractor or instances where there is an unanticipated lapse in service) at various locations (including remote locations) throughout the world.”
The winner was Contingency Response Services LLC – a partnership of DynCorp International; Parsons Global Services Inc in Pasadena, CA; and PWC Logistics in Safat, Kuwait. Since that date, they seem to be picking up contracts in the Philippines, as well as one in the USA. As it happens, US SOCOM’s low-profile activities in the Philippines include a lot of community support work as part of their mission. Contracts
According to Washington Technology, work under this contract can include facility operations and maintenance, air operations, port operations, health care, supply and warehousing support, feeding those in need, housing support, vehicle and equipment repair, incidental construction and morale, welfare and recreation support, and emergency services that can include security, fire and rescue.
Feb 29/08: DynCorp International LLC in Fort Worth, TX received a $16.3 million cost-plus-award-fee contract to provide support services for Philippines Operations Support in the Republic of the Philippines for the Joint Special Operations Task Force – Philippines. The work to be performed provides for all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide support services.
This contract begins with a 3-month phase-in/ mobilization period from March 7/08 – June 5/08. The base period will run for another 4 months, from June 6 – Sept 30/08. A set of 4 more 12-month option periods would bring the total estimated value of the contract to $164.2 million if exercised, and bring the expected completion date to September 2012. This contract was competitively procured via the Naval Facilities Engineering Command e-solicitation website, with 2 proposals received by the Naval Facilities Engineering Command, Pacific, Hawaii (N62742-08-C-1115).
N.B. Unless otherwise specified, all contracts before this date are awarded to Contingency Response Services, LLC in Irving, TX.
Oct 3/07: Contingency Response Services, LLC in Irving, TX received $18 million for Task Order JN01 under a previously awarded cost-plus-award-fee, indefinite-delivery/ indefinite-quantity Global Contingency Services contract (N62472-06-D-1113) for Building Facility Condition Assessment Process for Navy Facilities.
Work will be performed in the USA for Commander Navy Region Southeast (64%), Commander Navy Region Naval District Washington (19%), and Commander Navy Region Northwest (17%), and has an expected completion date of September 2008. Contract funds will expire at the end of the current fiscal year. The Naval Facilities Engineering Command, Atlantic in Norfolk, VA issued the contract.
Sept 11/07: $6.25 million (subject to the availability of funds) for Modification 03 to Task Order 0001 under a previously awarded cost-plus-award-fee indefinite-delivery/indefinite-quantity Global Contingency Services Contract (N62742-06-D-1113) for Philippines Operations Support in the Republic of the Philippines for the Joint Special Operations Task Force – Philippines. Work will be performed in the Republic of the Philippines, and has an expected completion date of April 2008. Contract funds will expire at the end of the current fiscal year. The Naval Facilities Engineering Command, Pacific in Pearl Harbor, Hawaii issued the contract.
June 6/07: $14.4 million for Task Order 0001 under a previously awarded cost-plus-award-fee, indefinite-delivery/ indefinite-quantity Global Contingency Services contract N62742-06-D-1113. The task order is issued for work in the Republic of the Philippines for the Joint Special Operations Task Force – Philippines, including all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary. Work will be performed in the Republic of Philippines, and has an expected completion date of January 2008. Contract funds in the amount of $8 million will expire at the end of the current fiscal year. The Naval Facilities Engineering Command, Pacific in Pearl Harbor, HI issued the contract.
Aug 31/06: A maximum $450,000,000 (guaranteed minimum of $100,000) cost-plus-award-fee, indefinite-delivery/indefinite-quantity contract to provide short term facilities support services with incidental construction in response to natural disasters, humanitarian efforts, contingencies and other requirements (i.e. due to non-performance by an incumbent contractor or instances where there is an unanticipated lapse in service) at various locations (including remote locations) throughout the world. The work to be performed provides for all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide facilities support services. Work will be performed at multiple sites worldwide – the exact location of individual efforts will be designated on individual task orders, and work is expected to be completed August 2007 (August 2011 with options). Contract funds will expire at the end of the current fiscal year. This contract was competitively procured via the NAVFAC e-solicitation website with four offers received. The Naval Facilities Engineering Command, Pacific, Services Contracts Division, Hawaii, is the contracting activity (N62742-06-D-1113).
