The Naval Sea Systems Command’s (NAVSEA) Naval Surface Warfare Center awarded 6 contracts worth up to $475 million to support the center’s Alterations Installation Team (AIT) in their work upgrading hull, mechanical, electrical, and electronic (HME&E) systems on ships and submarines.
The HME&E systems include a broad range of shipboard equipment, everything from transformers and heating/cooling/ventilation systems to C4ISR, radar, and navigation systems…
The 6 winners of the HME&E contracts are:
* General Dynamics Information Technology in Fairfax, VA (N65540-09-D-0032);
* BAE Systems’ San Diego Ship Repair in San Diego, CA (N65540-09-D-0031);
* Tecnico in Chesapeake, VA (N65540-09-D-0033);
* Northrop Grumman’s AMSEC in Virginia Beach, VA (N65540-09-D-0029);
* QED Systems in Virginia Beach, VA (N65540-09-D-0029); and
* Delphinus Engineering in Eddystone, PA (N65540-09-D-0030).
General Dynamics said in a Oct 21/09 announcement that it will be provide planning, fabrication, installation, evaluation, and modification of prototypes and new HME&E systems being installed on aircraft carriers, surface ships, watercrafts, cutters, and submarines. The company will perform this work worldwide, with the majority occurring in Norfolk, VA; San Diego, CA; Mayport, FL; Pearl Harbor, HI; and Everett, WA.
Delphinus Engineering said it will be providing technical services in maintaining and upgrading machine systems and equipment onships, submarines and aircraft carriers.
Some of the AIT work Tecnico has performed under previous contracts include:
* flexible weapons stowage alterations
* hull crack repairs
* fire and flooding alarms servicing
* ladder installation
* integrated bridge system installation
* damage control trainer fabrication
* locker design, fabrication & installation
As can be seen by this list, HME&E systems include many different types of onboard equipment. According to a NAVSEA document [pdf], HME&E systems even include toasters and coffee makers.
Work will be performed in Norfolk, VA (30%); San Diego, CA (25%); Mayport, FL (15%); Pearl Harbor, HI (10%); Everett, WA (5%); and other CONUS and OCONUS locations (15%). The contractors expect to complete the work by August 2014. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via the FedBizOpps website, with 7 offers received. The 6 contractors may compete for task orders under the terms and conditions of the awarded contract. The Naval Surface Warfare Center’s Carderock Division in Philadelphia, PA manages the contracts.
