Al-Riyadh Frigate

Booz Allen Hamilton Inc. in McLean, VA received a $16.4 million cost-plus-fixed-fee contract for training, education, engineering, technical and management support services for the Royal Saudi Naval Forces (RSNF) under the Foreign Military Sales Program. This contract includes a base year and four one-year options which, if exercised, would bring the total estimated value of the contract to $100 million. Work will be performed in Saudi Arabia (65%); McLean, VA (34%); and other locations (1%); and is expected to be completed by July 2006. Funding is provided by several RSNF FMSO cases through multiple funding documents citing FMS no-year appropriation. There are no U.S. Navy funds or U.S. budget funds required for this sole source procurement by the Government of Saudi Arabia via Letter of Offer and Acceptance. The Fleet and Industrial Supply Center Norfolk, Philadelphia Division issued the contract (N00140-05-C-0088).

As a side note to DoD DefenseLink: it isn’t “Booze Allen Hamilton,” though that was funny in the context of the strictly Islamic Saudi Navy.

Computer Sciences Corporation (CSC) recently received two contracts to provide technical services and project support to the U.S. Air Force Office of Special Investigations (OSI). CSC estimates the total value of the awards, which each have one base year and four one-year options, to be approximately $62.4 million if all options are exercised. The win was bracketed by the appointment of Jose Jimenez as president of CSC’s Federal Sector Enforcement, Security and Intelligence division, and by the retirement of Paul Cofoni as president of CSC’s overall Federal Sector business unit.

As DID noted back on March 29/05, the U.S. Defense Department has taken over temporary responsibility for running the USAF’s top 21 weapons-buying programs totaling about $180 billion in the wake of recent Air Force personnel losses due to procurement scandals and retirements.

G6 Base Bleeding?

Back on July 6/05, DID noted that South African manufacturer Denel’s G6 self-propelled howitzer may be in trouble with respect to India’s highly coveted $2 billion order as a result of corruption investigations, and that this could have serious consequences for the firm’s financial stability. The other competitors for that contract are BAE Land and Armaments, and Israel’s Soltam.

A July 28/05 memo from India’s Ministry of Defence indicates that those fears appear to have been realized. It reads:
